Your help is needed to create a Low Carbon Colwood Climate Action Plan.
Colwood is working to involve you in the creation of a plan that will guide our efforts to reduce our greenhouse gas emissions while preparing for and managing the impacts of a changing climate.
The goal is to develop actions that multi-solve. Taking actions that reduce emissions and prepare us for climate changes at the same time will help to ensure we advance other community priorities such as prosperity, quality of life, biodiversity, and clean economic development.

This is the third of three public surveys which will help refine Colwood's new Low Carbon Resiliency Climate Action Plan. We have also surveyed youth and engaged a wide range of stakeholders through workshops and input opportunities.
The first survey helped us understand what our community thinks and feels about climate change. The second survey gathered feedback on proposed key shifts and accompanying big moves.
In this survey, we ask that you review the draft plan and share your thoughts.
It's a quick survey of just 7 questions that should take less than 10 minutes to complete. The survey closes Monday, January 31.

The first survey helped us understand what our community thinks and feels about climate change. Based on engagement from phase 1, we have developed a list of key shifts and accompanying big moves. In this survey, we ask that you review the big moves and what should be focused on as a community to build toward a low carbon and resilient future.
The survey has four sections and will take approximately 20 minutes to complete.

As we build the Low Carbon Resilience (LCR) plan, we want to ensure community members have a chance to tell us what matters most and what is needed as a community to make climate resilient, low carbon decisions.
The phase 1 survey is intended to answer the following questions:
What are Colwood residents currently thinking and feeling about the changing climate?
How much do Colwood residents already know about climate change, including about climate risks and how to build resilience and reduce GHG emissions?
What opportunities are there for the City of Colwood to support residents to increase their understanding of climate change, and to take actions that will have an impact?
We will use survey results to ensure that the LCR Plan reflects the current circumstances and priorities of Colwood’s residents.

Key Shifts and Big Moves
Key Shifts to Low Carbon Resilience
Colwood's Climate Action Plan is organized into 5 Key Shifts. Each Key Shift has 4 supporting Big Moves. This organization explains where we need to concentrate our efforts in the near future for the most impact over the long and short term. Taken together, they are the stepping stones in our City's path towards rapid decarbonization and resilience.
In survey #2, share your input to help inform how and when we reach our climate change target sand goals, making our city healthier and stronger.

KEY SHIFT #1: City Hall is a Leader on Climate Solutions
The City of Colwood continues to investment in climate preparedness, planning, and programming so everyone in the community can take climate action.
Big Moves:
- Strengthen corporate climate leadership: Climate literacy and criteria (e.g. emissions and risk reduction) is a part of planning and decision-making in all departments at City Hall.
- Integrate built and natural asset management: A connected network of built and natural assets provide reliable services over time, under a changing climate.
- Develop a robust emergency preparedness ecosystem: When there is an emergency, everyone in the community - organizations, businesses and individuals - know what to do to be safe. Vulnerable people and places are also prepared to stay safe.
- Healthy community, healthy economy : Colwoodians are connected to one another, to the environment that surrounds them, and to clean economic development opportunities that advance innovation, training, and jobs in the region.
KEY SHIFT #2: The City is Connected to Nature
Colwoodians coexist alongside natural systems and everyone enjoys easy access to diverse natural spaces. Connected natural areas benefit humans, habitats, and biodiversity.
Big Moves:
- Prioritize natural solutions: “Nature-based solutions” like urban trees and green spaces are protected to benefit resident health and well-being.
- Enhance biodiversity and conserve habitats: Native species and ecosystems on land and in aquatic/coastal habitats are protected.
- Build secure food systems: Colwoodians have access to nutritious food and opportunities to grow and sell food locally.
- Foster a caring community: Residents care for one another and have strong social connections that build their resilience.
KEY SHIFT #3: Low Carbon and Resilient Buildings & Infrastructure
Colwood is home to resilient, energy efficient, and zero-carbon buildings and infrastructure. New developments and increased density are built in areas that are within walking distance to amenities and services and have minimal exposure to projected climate impacts.
Big Moves:
- Step up new buildings: New buildings do not increase GHG emissions and are built to withstand future climate impacts.
- Retrofit existing buildings: Colwood's existing buildings are upgraded to save energy, reduce emissions, improve indoor air quality so it is healthier, and withstand the impacts of climate change.
- Advance green infrastructure: Green features like trees and natural spaces reduce urban temperatures, improve the health and wellbeing of citizens, and promote a more biodiverse environment.
- Increase renewable energy security: Sustainable, resilient, and clean renewable energy for Colwood is readily accessible and secure.
KEY SHIFT #4: Zero Carbon Transportation and Walkable Communities
Colwood's transportation networks are connected and diverse. Active transportation is the primary way Colwoodians get around and stay connected to their community. Transit is accessible, electrified and timely, and supported by high density growth along transportation corridors.
Big Moves:
- Prioritize reliable and efficient public transportation: Public transportation is electric, convenient, and accessible for people of all ages, abilities and income levels.
- Build robust pathways for people to walk, bike and roll: Regionally and locally connected walking & biking trails get people to amenities and services quickly and safely.
- Support zero emissions mobility: Passenger transportation is electric and vehicle charging is affordable and accessible. Options for e-mobility range from EVs, to e-bikes, to ride-sharing and car co-ops.
- Focused density around transportation: Urban growth is concentrated around low carbon transportation networks that connect people to one another, to the environment that surrounds them, and to the rest of the city and region.
KEY SHIFT #5: Eco-Innovation & Zero-Waste
Colwood's local economy is diverse and flourishing. A reimagined, circular waste system reduces and repurposes waste, encouraging local modes of production and innovative supply chains. Climate literacy and green job training is coordinated and accessible.
Big Moves:
- Provide climate literacy & transition training: Local and regional organizations, business associations and educational institutions work together to offer low-carbon resilience education and transition training.
- Support local economic innovation: the private sector helps to advance Colwood's climate priorities and innovative business solutions are invested in and scaled locally.
- Commit to becoming a zero waste community: Divert waste where possible. Build convenient and profitable reuse, repair and remanufacturing opportunities.
- Prevent food waste: Less edible and nutritious food is thrown away. Colwood has a food system that supports local production and ways to redistribute nutritious food.
