  • 360 Latoria: a brief history of development proposals

    In 2016 the previous owners of the Royal Bay property, BCIMC, applied for a development permit application for a one-storey building at 360 Latoria Boulevard they called a 'Neighbourhood House' that included a cafe, a restaurant and a meeting space.

    The zoning allowed for five storeys, but the intent of that owner was that the Neighbourhood House would serve as a focal point for the community.

    The City issued the Development Permit in 2016, but the property owner elected not to proceed with construction.

    New owner, new application

    Now in 2019, a proposal by the current owner includes neighbourhood retail and a cafe centrered around a public plaza intended to address the neighbourhood desire for a focal point.

    City staff must review the application as it relates to the Zoning Bylaw and Official Community Plan designation, not to a previous owner's plan for the property.
