Purpose

Several property owners in the North Latoria Corridor Area have expressed interest in developing. To ensure developers proceed in the most informed way, the City of Colwood is developing a vision to guide future changes to the area that is based on community and stakeholder input.

It is important to note that the City does not own or develop properties. Neighbours who own property along Latoria have expressed interest in exercising their right to make changes on their property. The City would like to ensure each future development contributes to a cohesive vision that reflects the community's priorities, protects natural assets, considers th enecessary transportation improvements, and delivers on desired community amenities.

With your input, the North Latoria Visioning Project aims to create a vision that will guide future changes to the neighbourhood related to land use, transportation and the public realm.

Key objectives of the project include protecting natural assets of the area like Latoria Creek and mature tree canopy, accommodating multiple modes of transportation and guiding future growth and development in the area in a thoughtful manner.

The City would like your input to help confirm the community’s vision that will guide future growth in the project area.

Background

The North Latoria Visioning project began in late 2022 to help shape the future of the North Latoria Corridor, an area in Colwood consisting of 7.7 hectares of 13 privately owned lands as shown in the figure below:

This area is expected to grow in the years ahead, and the City has been working with the community, stakeholders, and Council to develop a shared vision for how it should evolve.

The visioning process was designed in four phases:

  • Phase 1: Policy Review & Visioning (2022-2023) Reviewed existing policies and gathered community input to establish a vision for the area.
  • Phase 2: Land Use Concepts (2023-2025) Explored and refined land use concepts with input from Council, stakeholders, and the public. This work concluded with Council’s endorsement of a final land use concept in March 2025.
  • Phase 3: Local Area Plan (2025-present) Building on the endorsed land use concept, staff prepared the draft North Latoria Area
  • Phase 4: Adoption (anticipated late 2025) Council will consider adoption of the new Local Area Plan into the Official Community Plan following a public hearing on November 27, 2025. We invite you to review the draft North Latoria Area Plan (in the “Documents” tab to the right) and share your feedback. Your input will help shape the future of this important area.

The project is currently in the third phase of a 4-phase process.

North Latoria Area Plan

During Phase 3, the City retained Coriolis Consulting to carry out a financial analysis to confirm the feasibility of the land use concept endorsed by Council. Based on their findings, staff prepared the draft North Latoria Area Plan.

The Plan sets out:

  • A vision for a balanced neighbourhood that supports diverse housing, green space, and infrastructure while protecting Latoria Creek and enhancing connectivity.
  • Goals that focus on environmental stewardship, transportation improvements, diverse housing, and community amenities.
  • Policies to guide land use, built form, tree protection, green space, housing diversity, infrastructure, and transportation.

The draft Plan translates community input and technical analysis into a practical framework for guiding development in the North Latoria Corridor over the long term.

  • CLOSED: This survey has now concluded. Thank you to everyone who have provided input throughout both surveys and a series of pup up and planned in person engagements. Engagement findings will be presented to Council and available publicly.

    The City of Colwood is undertaking a process to update the land use policies and zoning within the North Latoria Corridor and would like your input on what future growth and development could look like in the area.

The City would like to ensure each future development contributes to a cohesive vision that reflects the community's priorities, protects natural assets, considers th enecessary transportation improvements, and delivers on desired community amenities.

    This land use concept aims to retain the area’s existing tree canopy and environmental features, identify opportunities for enhancing neighbourhood character, provide more housing, and enhance existing infrastructure (e.g., expand the City’s roads, sewer and stormwater facilities).

    The City is seeking input from the community on the land use concept. Your input will be used to further shape the land use policies and zoning regulations to reflect the community’s desired outcomes for the North Latoria Corridor area.
