The City of Colwood is moving forward with the next sidewalk and cycling projects in Council's 10-year program of active transportation upgrades.

Improving Infrastructure and Well-being are two of Councils pillars in the 2024-2027 Strategic Plan. The Colwood Official Community provides the direction that decisions about transportation improvements should prioritize walking, transit and cycling over single occupancy vehicles.

Expanding the City's Active Transportation Network is one of the key tactics to help achieve the goal of making it safer and more enjoyable for residents and visitors to walk or cycle in Colwood. These on-street improvements will be complemented by trail connections outlined in the Colwood Parks & Recreation Master Plan and the upcoming Galloping Goose pedestrian and cycling bridge over Sooke Road.

The proposed projects have varying degrees of cost and complexity, based on specifics such as storm water drainage, street tree preservation and driveway and intersection alignments.

The routes to be completed in the first phase include (learn how Council determined priority routes):

  • Benhomer Drive – COMPLETE 2023
    Side walk improvements on the north side of Benhomer Drive between Painter Road and Metchosin Road
  • Owens Road – COMPLETE 2023
    New sidewalk on one side of Owens Road between Wishart Road and Painter Road
  • Hagel Road – CONSTRUCTION SPRING/SUMMER 2024
    New sidewalk on the west side of Hagel Road between the Galloping Goose Regional Trail and David Cameron Elementary School walkway
  • Lagoon Road – CONSTRUCTION 2024
    New sidewalk on the south side of Lagoon Road between Milburn Drive and Aloha Avenue
  • Fulton Road – DEFERED FUTURE CAPITAL PROGRAM
    New sidewalk on the west side of Fulton Road between Sooke Road and Townview Terrace -The Colwood Active Transportation Committee on October 16th , 2023 made a recommendation to Council to defer this project due to the significant costs increases related to storm main works, high rock profile, and other complexities. Council endorsed this in the following meeting in November, 2023.
    It is expected to return to Council on the list of recommended projects in the ongoing sidewalk program.
  • Kelly Road – CONSTRUCTION 2024
    Sidewalk improvements on the south side between Sooke Road and Metchosin Road (at Herm Williams Park) *adjusted scope
  • Ayde Road / Metchosin Road – COMPLETE 2021
    Neighbourhood bikeway along Adye Road and Metchosin Road between the Galloping Goose Regional Trail and Sooke Road

Involving residents in the scoping of projects

Thank you to everyone who provided input into the scoping of these projects to inform the detailed design process. Resident involvement has helped to create a shared understanding of current and desired travel habits on each route, the interface between private property lines and City infrastructure, how street parking may be integrated with sidewalk design, as well as landscaping and drainage considerations.

The engagement process has also helped to refine the City's overall vision for an interconnected network of active transportation routes that includes on-street not only sidewalks and bike lanes, but also neighbourhood trail connections and links to the Galloping Goose Regional Trail.

    Re: Hagel Road Active Transportation Upgrades Scheduled for Construction in Spring/Summer 2024

    We’re planning to upgrade the road corridor in your neighbourhood!

    Improvements are scheduled along Hagel Road to improve pedestrian and cycling access. This is one of the projects in the City’s ongoing program of active transportation upgrades planned over the next 10 years and beyond.

    The plans for the Hagel Road upgrades include:

    • Raised concrete sidewalks on the West side of Hagel Road from the Galloping Goose Trail to David Cameron Elementary School
    • Painted bike lane on the West side of Hagel Road from the Galloping Goose Trail to David Cameron Elementary School
    • Crosswalk improvements and drainage improvements

    These improvements are important for the many pedestrians and cyclists travelling to and from the Galloping Goose Trail and David Elementary Cameron School to enhance the connectivity for active transportation throughout the City and greater community.

    Through a public tendering and approval process, the City has awarded the project to a contractor for the works. Prior to construction start, the City will be working with the contractor in the creation of a detailed project schedule, traffic management plan, and finalization of contract documents. Once these preliminary plans and documents are complete, construction will commence - slated for the start of Summer 2024.

    On June 13, 2022, Council was presented with alternate design options for concrete versus asphalt walkways, along with associated budget implications for Owens Road, Benhomer Drive and Hagel Road.

    Council directed staff to proceed with the original sidewalk designs as outlined in Colwood's Transportation Master Plan.

    This means all seven routes listed above are to be designed with concrete curbs and sidewalks, including the required storm drainage infrastructure. The first routes will be tendered for construction in 2022 with design refinements through the fall, followed by construction. Tendering and construction of subsequent routes is scheduled to continue through 2023.

    During the preliminary engagement phase prior to the start of construction,

    • 424 people visited the Let's Talk Colwood project page to learn about the project,
    • 335 people viewed one page,
    • 131 viewed multiple pages,
    • 41 people provided input.


    Of the 41 comments:

    • 34% (14) offered support for the projects
    • 29% (12) suggested parking should be prioritized over sidewalks
    • 22% (9) offered suggestions for alternate routes where sidewalks should be considered
    • 7% (3) suggested sewers should be prioritized over sidewalks
    • 6% (3) focused on other considerations: cycling safety, (1) on protecting dark sky and (1) limiting signage
