PURPOSE
Several property owners in the North Latoria Corridor Area have expressed interest in developing. To ensure developers proceed in the most informed way, the City of Colwood is developing a vision to guide future changes to the area that is based on community and stakeholder input.
It is important to note that the City does not own or develop properties. Neighbours who own property along Latoria have expressed interest in exercising their right to make changes on their property. The City would like to ensure each future development contributes to a cohesive vision that reflects the community's priorities, protects natural assets, considers th enecessary transportation improvements, and delivers on desired community amenities.
With your input, the North Latoria Visioning Project aims to create a vision that will guide future changes to the neighbourhood related to land use, transportation and the public realm.
Key objectives of the project include protecting natural assets of the area like Latoria Creek and mature tree canopy, accommodating multiple modes of transportation and guiding future growth and development in the area in a thoughtful manner.
The City would like your input to help confirm the community’s vision that will guide future growth in the project area.
BACKGROUND
The North Latoria Corridor Area consists of 7.7 hectares of 13 privately owned lands as shown in the figure below.
Please refer to the “Phase 1 Engagement Boards” for additional relevant background information on the project’s study area.
PROCESS
The project is currently in the second phase of a 4-phase process. The first phase involved policy review and public engagement to introduce the project and ask community members what they envisioned for the area.

LAND USE CONCEPT
The following land use concept was prepared based on existing policies for the area and what was heard during the first round of engagement and workshops with stakeholders, the Planning and Land Use Committee, and Council. - Indigenous cultural expression (e.g., collaborating with First Nations to incorporate Indigenous placenames, art and signage in honour of the nations whose traditional territory Colwood sits)

- Community gardens
- Common leisure and outdoor space (i.e., private amenity space within each building)
- Road and infrastructure upgrades (e.g., traffic signals, sewer enhancements, stormwater management facilities)
