Colwood's Official Community Plan is a community-led document that provides a map for the future of Colwood. It envisions the Royal Bay and Royal Beach areas as a Seaside Village, one of two primary centres for cultural, civic, economic and public life within the City.

Current stage of development

Build out of the Royal Bay lands north of Latoria Road is underway with new homes, parks and trails and an expansion of Royal Bay Secondary School.

The City has received rezoning applications from both Royal Bay (lands south of Latoria Boulevard) and Royal Beach (lands between Metchosin Road and the waterfront).

Both applications involve amending the Royal Bay Area Plan which forms part of the City’s Official Community Plan. The applicants are also requesting that the current zoning on the lands be amended to allow for the proposed developments.

The City has also received a rezoning application for three buildings at 360 Latoria Boulevard (read more).

These are big decisions that will shape how people live, enjoy and move around Colwood in the future.

Rezoning dictates what will be built on the land and the resulting character, density, road layouts, traffic patterns, and parks planning, as well as shoreline erosion and slope stability assessments, and more.

Council has asked the applicants to provide a series of technical reports to help them better understand the implications of the development proposals for the broader community.

Can the City publish anything explaining how a proposal for 164 units makes sense without following the current zoning requirements on parking for high density residential? Perhaps explain why after the high school was granted a parking variance on an 800 student school (now expanding to 1400) that traffic and parking isn't a high priority? Hi Ian. Information has been provided here about the application the City has received -- the heights and densities proposed with associated data about what is permitted on that property by the zoning and Official Community Plan.

Thanks for your question Alice. There is some preliminary information about the rezoning applications, including a Council report and developer open house information, on the Colwood website at: https://www.colwood.ca/news-events/news/2019-09-04-000000/royal-beach-and-royal-bay-latoria-south-laying-groundwork
